New Charging Arrangements for Owners of Vacant Business Premises

From 1st April 2017 owners and landlords of vacant business premises will receive bills from Licensed Providers for the water and wastewater services that are available at their premises.

Whilst vacant properties may not be actively producing goods or delivering services, owners of these properties still benefit from the continued availability of services provided by Scottish Water which ensures premises are fully-serviced and ready for immediate occupancy.

The costs associated with maintaining services to these properties currently falls to other business customers.  A Scottish Government consultation concluded that it was appropriate for the owners of vacant premises to pay for the services available at their premises.

Since 1st January 2017 it has been mandatory for owners/landlords to notify any change of occupancy to their Licensed Provider. Property owners may contact their Licensed Providers directly or use the Landlord Portal   https://slp.cmascotland.co.uk/   to report changes of occupancy. The Landlord Portal enables owners to track the changes easily for all of the properties that they own.

The attached document explains the background to the change, what property owners are required to do and also explains what they can do to minimise the impact of this change.
