As a topical tie-in, the Beijing Olympics are about to start, and the Glencorse project is also at “Starter’s Orders”.

Our plans to construct a new Water Treatment Works at Glencorse to serve Edinburgh and parts of Midlothian are about to become a reality as the various permissions required to allow construction to commence are granted.

Scottish Water has received full Planning Consent from Midlothian Council for Glencorse WTW and has also received full Planning Consent from Midlothian Council and City of Edinburgh Council to build the pipelines which will transfer the supply of clearer, fresher drinking water towards Edinburgh.

18th July 2008 - Construction Preparation Begins

The project is now in the final stages of approval for all three planning applications and the team are now preparing for the construction stage of the project.

Further archaeological investigations in the temporary spoil storage fields adjacent to the proposed Water Treatment Works site at Glencorse are due to commence w/c 21st July. Prior to commencing with bulk earthworks and the main construction we must carry out some preparation including temporary fencing erection, creation of road accesses and ground preparation including drainage ponds. We will also be continuing to discuss our plans with other stakeholder including Midlothian Council and SEPA (Scottish Environmental Protection Agency).

Existing over head power lines on the site will be diverted under ground by Scottish Power to enable safe construction access for vehicles. This work is due to commence later this month.

18th July 2008 - Web Site Update

Over the coming months we will be updating the Glencorse website to reflect the movement into the construction phase of the scheme. We plan to include a new "Construction" page which will provide regular updates on progress including site photographs, contractor’s reports and information on any roads & highways interfaces.

Scottish Water received planning permission from Midlothian Council in May to build the new Works at Glencorse and the Midlothian section of the new pipeline which will transfer water towards Edinburgh. This is welcome news for Scottish Water and our customers in Edinburgh and Midlothian. The Midlothian applications have now been referred to the Scottish Government for determination.

Our third planning application is currently being considered by City of Edinburgh Council and we await the decision in due course.

Progress will continue at a steady pace, with further careful consideration necessary before construction work can begin on site. Final funding agreements with the Scottish Government will need to be verified. It will also be necessary to finalise construction contracts with a number of companies, this will guarantee that our customers get the best possible deal and that the project is delivered to time and to budget.

15th May 2008 - Planning Permission Granted

3D Model of new Glencorse Water Treatment WorksScottish Water has received planning permission from Midlothian Council to build the plant and part of the pipeline which will transfer the supply of clearer, fresher drinking water to around 450,000 customers in and around the capital.

A further planning application in relation to the pipeline into the City is currently being considered by City of Edinburgh Council and we await the decision in due course.

Progress will continue at a steady pace, with further careful consideration necessary before construction work can begin on site.

It is important that we further consult the local community, explaining the construction process and schedule to them. Having established such strong links with our neighbours it is important that we continue in this vein.

Councillor Russell Imrie, Chair of Midlothian Council’s Planning Committee said:

“The application was passed by our Planning Committee and it has now been referred to the Scottish Government for determination.  Having been involved in the extensive consultation on the location of the water treatment works I am delighted that we have now reached this stage.  We will continue to liaise with Scottish Water on this significant project which should ensure a better, clearer water supply to people across the Lothians.”

13th May 2008 - Aerial Photo of Glencorse Site showing archeological investigation trenchesArchaeological Investigations

Following on from the discovery of the neighbouring Roman Camp earlier this year, it was important to establish if there was any buried antiquities or further evidence of roman activity. This aerial view of the site provides a good view of ground investigations recently completed.

Our investigations revealed no further evidence from roman times and no artefacts were found. The photo shows Glencorse Reservoir in the background.

We will advertise the next of these sessions in the new year. If you have any further comments please feel free to contact us at glencorse@scottishwater.co.uk.

18th December 2007 - Scottish Water receive recognition in National Utility Awards

The partnership delivering the Glencorse Water Treatment Works Project scooped a top award in the Utility Industry Achievement Awards in London this month.

Scottish Water received the prestigious Capital Project Management Award for the Katrine Water Project, beating off competition from hundreds of other projects across the UK, including Southern Water.

The judges were impressed by the innovative nature of the £120m project as well as the fact it was delivered more than two months ahead of schedule and £10 million under budget.

Richard Anderson, Senior Project manager for the Glencorise Works, said: “Winning the Capital Project Management Award is a fantastic achievement considering the fierce competition from the UK’s big utility companies with multi-billion investment programmes.
It is a ringing endorsement for everyone who was involved in the Katrine Water Project and underlines the terrific achievement of our partnership with Black & Veatch and Montgomery Watson Harza in delivering it ahead of schedule and under budget.”

Richard continued, “We arranged site visits to Milngavie earlier this year to allow Midlothian Councillors and officers a chance to view the completed Works that were delivered as part of the Katrine Water Project. The Glencorse Project is being delivered by the same award winning partnership and we look forward to meeting the unique challenges in providing Edinburgh and the Lothians with high quality drinking water.”

Members of the Katrine Water Project Team are pictured receiving the Award.

13th December 2007 - Monthly Project Update December 2007

We have attached a copy of our monthly newsletter which aims to keep all customers and stakeholders up-to-date with project progress. Click here to view (pdf).

In the months leading up to submission of our Planning Applications, we continue to encourage all those we have been meeting, to get in touch and let us know of any concerns or views regarding our proposals.  Feed back continues to be positive regarding the manner and amount of information that is being shared, and if you would like your name added onto the distribution list, please drop a note to the project team at glencorse@scottishwater.co.uk and we will ensure you are included in the monthly updates.

13th December 2007 - Public Open Day, 6th December 2007

Whilst this was the second time we had made an invitation to the general public, it was the forth time, near neighbours and residents had the opportunity to meet with the project team.

The day had been scheduled to provide up-to-date drawings and details ahead of the intended January Planning Application submission.  Confirmation of the Roman marching camp the week earlier changed our plans, and we were able to provide latest details on our change of design.

Copies of our Planning Application Programme (pdf) were made available, and this provided an ideal opportunity to discuss the formal Planning process and how objections can be raised.

In line with planting and re-instatement proposals, we made details of Trees & Grasses (pdf), that will be used throughout the developed areas.  This provides details of the different species of grasses that will be used from roofs, wetlands and general landscaping along with species of trees and bushes to add to the overall landscaping of the site.

13th December 2007 - Roman Marching Camp identified by Archaeological Investigations.

As part of site investigations during the design phase, we have undertaken Archaeological surveys across the locations of the water treatment works, storage tanks and pipelines.

This has revealed a ground feature in the form of a regular ditch which has been filled over time that has subsequently been confirmed as Roman in origin.  We immediately engaged the Regional Archaeologist, and upon determining the extent of the feature, we have redesigned the layout of the main treatment building.

We are indebted to the Regional Archaeologist for a simple explanation of the relevance and significance of this latest find within the area, and further information is available by clicking on Archaeological Details (pdf).

13th December 2007 - Scottish Water Promotes Healthy Living

As part of Scottish Water’s commitment to the community a new hydration monitor is being gifted to the centre. With this hi-tech device Tone Zone users will be able to check the fluid levels in their body.

Cabinet Member with Responsibility for Education and Communities, Councillor Jim Muirhead joined Scottish Water’s Senior Project Manager, Richard Anderson at the centre as the two organisations joined forces to promote health and fitness.

Tone Zone Fitness Manager, Stephen Foster even took time out of his busy day to put Richard Anderson through his paces. Richard was keen to point out the importance of maintaining healthy hydration levels to people across Midlothian :

“Over the last couple of years there has been an increasing focus on healthy living in general and in particular focusing on the hydration levels that ideally everybody would want to have to stay properly hydrated everyday.

“We would encourage all adults and children to make sure they’re drinking the right quantities of water to help keep their minds and bodies healthy.  Concentration, agility, and the general health of your body can all be improved by drinking water.”

The average adult should drink 2 litres of water a day to stay healthy. That’s about six to eight glasses. Keeping yourself properly hydrated will keep your skin glowing, boost your energy and concentration levels and maintain a healthy smile.

Councillor Jim Muirhead added :

"We are delighted that Scottish Water has provided us with the body stat analyser which will enable our fitness team to advise Tone Zone users of their hydration levels. It will enable us to provide customers with more information that will help them keep fit and healthy."

The new Glencorse Midlothian water treatment works will supply clearer, fresher drinking water to around 450,000 customers in the Lothians. People can keep themselves properly hydrated for less than a pound a day.

13th December 2007 - Poster Exhibition, Penicuik Centre 30 November – 7 December 2007

The Penicuik Centre provided an excellent venue for our first poster exhibition showing details of the Glencorse location.  Feedback from visitors confirmed the exhibition was helpful in explaining what’s happening and assisted understanding of the complexities of the project.

We were delighted to use the new venue in Penicuik, and encouraged by comments on the quality of images and easy reading of text.  Further exhibitions are planned to provide more information particularly during the formal planning application phase.

3rd December 2007 - Public Open Day - Thursday 6th December, 2007 in the Flotterstone Inn, Penicuik

We have arranged an Open Day for 6th December 2007 in the Flotterstone Inn, Penicuik, when the project team will be in attendance from 1.00pm till 8.00pm. Invitations have been sent to neighbours , community forum members and adverts are arranged for local press promoting the Open Day.

The purpose of the day is to show our latest drawings and designs, and ahead of submitting the planning application in January next year, it gives an opportunity to make alterations in the light of discussions taking place on the day.

We would be pleased to hear you are able to attend, and to assist us to address any specific issues, please drop an e:mail to the project Mailbox, glencorse@scottishwater.co.uk ahead of the day.

28th August 2007 - Meet the Team #2

Neighbours and residents surrounding the Glencorse site met with the Project Team for a second time on 28th August in the Flotterstone Inn. A record of discussions and information exchanged is available by clicking here.

We were delighted to host a meeting in the afternoon with WaterWatch Scotland, our customer watchdog and regulator. This provided first-hand experience of the team working with customers who are concerned about teh impact of this large project within thier community.

The project team continue to appreciate the time and assistance given by neighbouring residents to ensure we can work together and provide the most acceptable solution for the new Works.

28 August 2007 - Pipelines - Questions & Answers

Following a number of preliminary meetings with customer groups we have prepared a Question & Answer Sheet that helps understanding of this important aspect of the Project.

It will be necessary to link the new Glencorse Water Treatement Works with the existing water distribution network and approximately 8km of twin pipelines will supply water into Fairmilehead and Alnwickhill locations.

Click here to access the Pipelines Q&A Sheet.

24th August 2007 - Stakeholder Management Continues

Our programme of stakeholder and community engagement activities has been progressing through August as we continue to spread the news and brief various groups on the background and future plans for our project. We recently met with Rhona Brankin MSP (Midlothian) who was accompanied by Lorna Goudie representing Damhead Community Council. Following this valuable meeting, we will be producing the set of Questions and Answers to address concerns that may arise from residents regarding pipeline activities.

We subsequently attended Damhead Community Council at the Snowsports Centre Hillend on August 20 to give a talk about our plans for the Glencorse site near Penicuik and how Damhead will be affected by new water pipes that will pass through the Damhead area. We have also visited a number of local residents though August.

At the end of the week, we met with Jeremy Purvis MSP (Tweeddale, Ettrick & Lauderdale), to discuss project progress, our ongoing community engagement plans and our planned education programme. "Jeremy Purvis MSP & Richard Anderson pictured"

Our next Community Council meeting will be with Penicuik & District Community Council on 10th September. We have provided information boards which can be seen at Penicuik & District Community Council Street Fair, to be held at Penicuik Town Hall on Saturday 25th August.

Project Communications will continue though regular updates on our website, local information boards and open days. Our regular e:letter is also available for download directly from this website.

20th August 2007 - Site Investigation works commence

Ground investigation works on the proposed Glencorse Water Treatment Works are set to commence on Monday 20th August 2007

These works will include digging trial pits using a ‘JCB’ type excavator and taking boreholes using an ‘A’ frame type drilling rig.

The ground investigation works on the Glencorse site are expected to last approximately 3 to 4 weeks and will provide valuable information as the design of the Works progresses.

After completing all of the proposed trial pits and boreholes on the treatment works site the ground investigation contractor will then move on to the proposed pipeline routes.

Other work relating to the Glencorse Water Treatment Works will include additional ecological surveys mainly looking for bats. The bat surveys are also planned to commence on Monday 20th August and the potential 'bat areas' may require to be visited up to 10 times for a full assessment. This may require 3 or 4 weeks of time to ensure 10 days of suitable conditions. Bat surveys are best carried out at dawn and dusk, requiring our surveyors will be in the field during dark and using torchlights. Archaeologists will also be walking the pipeline route over a 2 day period during the coming weeks.

Other work to be undertaken in the near future will involve trial pits to be excavated within the carriageway of the A702. Scottish Water will be diverting existing raw water mains to allow construction of the proposed roundabout on the A702 with Mauricewood Road.

These trial pits are needed to establish the exact position and condition of existing pipe work. This work is currently planned for early September and traffic control measures will be in place to protect construction personnel and ensure safety of road users.

13th August 2007 - Stakeholder Management moves into next phase

Following the earlier announcement in June to locate the new water Treatment Works in Glencorse, Midlothian, the project team have been making significant progress in contacting all stakeholders with updates on project development.

“Following our successful “Meet the Team” surgery with neighbouring residents, we have been quick to contact other groups and let them know how we are addressing local concerns”, said Richard Anderson, Senior Project Manager within Scottish Water’s Capital Investment Delivery section.

“Throughout July and August we are meeting with other key stakeholders to emphasis the early discussions with neighbours and how we have already amended and altered building layouts, in a bid to gain their acceptance”, he continued.

A recent Briefing to Councillors and Planners from Midlothian Council was key to explaining not only the design processes but the extensive stakeholder management planned for the project.

Further meetings with MSP’s, Councillors, Community Councils and landowners are being planned together with exhibitions and presentations.

9th July 2007 - Bright Yellow Jackets – What are they doing?

Over the coming weeks people wearing bright reflective yellow jackets may be seen in the fields near to the proposed site for the new Glencorse Water Treatment Works.

These jackets will be worn by a number of different professions carrying out investigatory work in the area. These include:

• Environmental Engineers: Carrying out habit surveys and environmental impact assessments

• Topographic Surveyors: Taking measurements so that topographic plans of the area can be created to show accurately the land features and natural contours

• Geotechnical Engineers: Taking soil samples and digging trial pits to confirm the types of material present underground

To avoid disruption and access to some of the land we require to survey, we have engaged a specialist aerial survey firm. They will map a large amount of the pipeline routes and treatment works area from the air minimising the extent we need to be on peoples land.

Operating out of Edinburgh Airport, people may soon spot a light aircraft flying a number of runs over the project area between Penicuik and Edinburgh.

26th June 2007 - Local Residents "Meet the Team"

On 26th June 2007 the local residents living in the immediate vicinity of the new Glencorse works were given the chance to meet the Scottish Water project team at the local pub, the Flotterstone Inn.

They were given the opportunity to ask questions face to face with the Scottish Water representative and able to share their concerns and issues regarding the proposed Glencorse Water Treatment Works.

The residents were presented with information about the project including an annotated aerial photograph (click here to view) used for discussion purposes.

The attendance was very encouraging with a total of over 30 people attending during the afternoon and evening sessions.

The project team were grateful for the opportunity to discuss the technical and engineering aspects of the project

A summary of the issues discussed can be found by clicking here. The attendees were given the opportunity to record their feedback in writing on a comments sheet provided on the day.

We will continue to have close consultation with these residents over the coming months to help ensure that our proposals respect their views and thoughts on the project.

In addition to consultation with this group Scottish Water will be hosting a similar event for the wider community. This will be held later in the summer when more detailed plans will be available.

26th June 2007 - Customer Service Centre Project Champions Meet the Team.

Five members of our Customer Service Centre visited the site of the proposed £60m Glencorse Water Treatment Works this week as part of their training and familiarisation for the Edinburgh Drinking Water Project.

Richard Anderson, Senior Project Manager commented, “ Following the formal public announcement to locate the proposed new Works at Glencorse in Midlothian, it has been important to strengthen the communications team handling customer enquiries.”

He continued, “Having our project champions visit the site provides valuable first hand experience when answering customer enquiries. Our reputation with customers is enhanced and it also assists the quality of information passed on to the project designers.”

The Project Champions met the project team ahead of a planned “Meet the Team” for local residents and neighbours of the Glencorse development area. Two of the CSC are presently Project Champions with the Katrine Water Project and they added “ It makes our job much easier when we can assure customers we have visited the site, and we have been fully briefed by the project team. It builds up the customers confidence that we understand their concerns.”

Project Champion training will continue over the next three years to ensure all enquiries are well managed and answered quickly.
