The Draft Water Resource Plan 2009 - Planning for the future
Scottish Water has a regulatory requirement to produce a Water Resource Plan (WRP) in accordance with guidelines produced by the Scottish Environment Protection Agency (SEPA).
In this draft Water Resource Plan we set out our strategy to ensure that all our customers, the length and breadth of Scotland, have a secure supply of clear, fresh, safe drinking water to 2031/32 and beyond.
The key challenges for Scottish Water are:
- To ensure a constant 24/7 supply of clear, fresh safe drinking water to our five million customers.
- To ensure no demand restrictions other than in exceptional circumstances
- To respond to changing demographics in support of economic growth.
- To adapt to pressures on water resources due to climate change and environmental constraints.
- To ensure we value our most natural resource, water, by reducing leakage, working with our customers to use water wisely and in a sustainable manner and using the most appropriate ways to store and distribute water to ensure a reliable and consistent supply of water.
We produced a ‘final draft’ WRP in March 09, which is a comprehensive update from the 2008 report and takes account of the responses of the public and stakeholder consultation process that was completed during 2008. WRP09 is fully aligned with Scottish Water’s 2nd Draft Business Plan for the 2010-2014 investment period which was also issued in March 09.
With further development and agreement for specific investments as part of the business planning process, next year we will publish our ‘Final Adopted’ WRP. We believe that this strategy is robust, sustainable and meets the needs of our customers and Scotland.
The WRP Summary Document we present here is an invaluable reference to our future strategy, and purposefully avoids the highly technical data and discussion presented in the full WRP document which has been developed for a technical and regulatory audience.
To support the production of WRP09, a Strategic Environmental Assessment was carried out to ensure that environmental issues were considered through the development of the Plan.
The original SEA Environmental Report was consulted on between June - August 2008 and several responses were received. These are documented in the 'WRP SEA Responses' link on this page along with SW's responses to the comments.
In addition to this, an Addendum to the Environment Report has been produced to take into account proposals for investment in additional Water Resource Zones being developed since the production of the original document.
We would welcome any comments on the Addendum up to the end of August 2009.
