Land south of Clatto Water Treatment Works - Public consultation


Clatto Water Treatment Works was the subject of a review to evaluate whether the depot and adjoining yard are still required. While the water treatment works remains an integral part of our water supply network to the City of Dundee, the depot and adjoining land is now surplus to our operational requirements.

These assets will therefore become redundant and we are required under Scottish Government rules to promote them for disposal and to seek to obtain the maximum price on their sale. By applying for planning consent for redevelopment for a different use Scottish Water hopes to secure a higher price than if the site was simply offered to the market with uncertainty about its future potential use.

This consultation follows on from the same exercise which was previously carried out in August 2012  and which was undertaken in advance of a planning application then being submitted on behalf of Scottish Water in November 2012 for Planning Permission in Principle for Residential Development on Land To South Of Clatto Reservoir, Dalmahoy Drive, Dundee. 

Dundee City Council duly granted Planning Permission in Principle for Residential Development on this site in April 2013.  The permission had a number of conditions attached, including a need for further applications to be made to the Council in order to approve the full detail of house design, materials, internal road alignment etc.   The Council also attached a condition restricting the development to a maximum of 60 houses.

Why are you consulting again?

For a number of reasons, including the relocation of a telecoms mast, Scottish Water have not been able to progress matters in order to allow the site to be marketed to housebuilders until now.   As a result, the current planning permission needs to be renewed and this is why we are now consulting again, with a view to making an application to renew the permission in April 2016.
When is the public consultation event taking place?

Similar to the an information event we held in 2012, we would like to hear your views and invite you to visit our public exhibition where you will learn more about our proposal and have an opportunity to ask any questions that you may have. We hope that you are able to join us on Wednesday 23 March from 11.00 am  to 7pm at the Ardler Centre.

What happens next?

Your feedback will be collated and submitted together with our application for Planning Permission in Principle to Dundee City Council. This application will seek to establish that residential development is acceptable on this site but it will not include details of the number or type of houses or road layout and landscaping. This level of detail has not been fully developed and will be subject to a separate planning application to Dundee City Council at a later date.
