Project Overview
We are installing a new storm overflow with a powered screen under Black Road to improve water quality and significantly reduce sewer-related debris and spills into the environment in Kelty.
Work started in September 2025 for approximately five months.
During delivery, a full road closure will be in place on the B917 Black Road.

What We Are Doing
We are constructing a replacement storm overflow with powered screen and associated sewer upsizing and realignment in Kelty as part of our £500million Improving Urban Waters programme.
Why We Are Doing It
Working closely with the Scottish Environment Protection Agency (SEPA) Scottish Water identified priority storm overflows for improvement or replacement.
Under the banner ‘Draining the Rain, Enhancing the Environment’ the investment will help prevent sewage related debris such as wet wipes from entering the environment during periods of rainfall.
Latest Update
On Monday 29 September 2025 a full road closure will be in place on Black Road to allow these works to take place.
Unfortunately, given the location of the existing overflow under the carriageway, the full road closure is required to keep our team and members of the public safe. We have spoken in person to customers who will be directly affected by the road closure and letters have also been sent out explaining what we are doing.
Access to private driveways will be maintained where possible, but the team on site will liaise with any customer whose access will be restricted. Pedestrian access will be maintained.
The work is expected to take up to five months to complete – although open excavations will be reinstated and traffic management removed during the Christmas holiday period.
Everything will be done to minimise any disruption.
